Comment:

 I can confirm this as a bug for me as well.  Steps to reproduce:

 1) Go to Links -> Edit.
 2) Select a link to edit.
 3) Activate the "Most Used" tab, and uncheck the current category, then
 select an new one.
 4) Update link.  The link category will remain unchanged.

 Going through the same steps, but unselecting/selecting the categories via
 the "All Categories" tab instead will produce the expected result of
 actually changing the link's category assignment.
