 I have been having the same problem when trying to upgrade plugins or
 install themes since upgrading to WP 2.8.  I managed to do the WordPress
 upgrade itself using this mechanism in v2.7.1, but nothing since.

 Worse, the theme browser contains no links to the actual download location
 or homepage for the themes, which makes the browser into a useless
 ornament.
