 table problem, but what if someone deletes all the administrators or gets
 locked out of all the administrator accounts some how? What rules do you
 want me to follow? I was planning on checking the number of users, not
 number of users with the admin role, but that could be a problem.
 I'll wait for #10201 to be patched and check for any administrator roles.
