 To reproduce this:

 1. Paste the following into TinyMCE:

 This is a <strong>test</strong> blah blah

 2. Copy this text to the clipboard and paste into WordPress again
 3. Click inside the word test, notice the Bold button is not depressed.
 This is the bug.

 As a work around, go to the HTML editor and the to the Visual Editor and
 click on the test text.  The bold button will be depressed.
