 Simplepie has the ability to allow a user to force the use of fsockopen.
 The WP File class passed to Simplepie does not respect this or have a way
 to respect this.  I have opened a ticket #10416 which deals with allowing
 the ability to set a specific transport to be used.  Perhaps we could use
 the functionality proposed in that ticket to respect force_fsockopen in
 simplepie.  Another thought is to add the transport to use the the args
 list passed to the http api functions.
