 Both exist in .po file.

 They are translated fine as long as you don't update the post date.
 (For example when you first load an already-published post's edit page,
 "Publish on" show up in Japanese)

 In order to replicate, please try throwing the .po file in /wp-
 content/languages/ and modify wp-config.php to
 add:

 define ('WPLANG', 'ja');

 (This is also true in WordPress.com. I've tried it by changing interface
 language to Portugese - same result)
