#10322: comments_open() doesn't work when there are no comments

Type: defect (bug) | Status: new
 Priority: high | Milestone: 2.8.1
Component: Comments | Version: 2.8
Severity: normal | Keywords: comments open comment_open

I'm attempting to use the comments_open() function to simply display or
hide my comments form in the comments.php file. My problem seems to be
that whether I've got comments enabled or disabled on the post the
comments_open() function always returns "closed" when there are zero
 comments on a post.

I checked the database and there doesn't appear to be an issue with the
data. Each of my posts are still "open" for commenting.
