 Might be wrong, but your last patch seems to introduce an inconsistency:

 wp_convert_widgets -> now returns (and saves) an array without any
 version.

 I continue to think the initial approach I suggested introduces the least
 possible number of issues, even if it ends up requiring slightly more
 memory.
