Comment:

 Sounds like a HTTP Transport issue.

  * Manually install http://wordpress.org/extend/plugins/core-control/
  * Activate it
  * Head into the "Core Control" menu item, check the "HTTP" Module, hit
 save changes
  * Open the HTTP Tab (Menu along the top), and paste the results from that
 page here

 Chances are, Which ever is currently the default may have an issue on your
 setup, Click Test on the transports marked as default and see if that
 gives an error message. You can also try Disabling the primary transports
 and then trying the plugins page again, It'll tell us if its the problem
 with the HTTP api or something else.
