 Then could the option to reverse the page order be provided to the
 previous_comments_link() and next_comments_link() functions instead?

 Specifying the comment order---even across pages---seems like a reasonable
 feature, and I just don't believe that putting a custom hack into
 functions.php would be an acceptable solution to it.

 Personally, I think it would be nice to even allow the newest comments
 appear on page 1, even though it would break the permalinks, if the
 designer so chooses.
