 I don't see why this can't be inferred from the fields and the dialog. I
 would hope (for the love of all that is holy) that people would guess that
 since it has sort of the same fields as the post page, that the fields do
 in fact have something to do with creating posts.

 As it even says, "Save Draft" I would also assume that people would
 understand the purpose behind it just be looking at it.

 There is no cure for the lack of intelligence.
