I'm 50/50 on including this in core.
I am trying to understand how it fits in with the use of XML-RPC as a
publishing interface and what use it has for the majority of end-users.
* Is something like this already provided by one or more plugins?
* What would a consumer of the XML-RPC interface use this for?
I am wary of adding things like this piecemeal - for example if we want to
make something like plugin upgrade management available over XML-RPC then
we should do the whole thing.
What is the reason this code should be in core and not in a plugin?
