 I found the problem.

 Before the recent upgrade I had moved the "Publish" module under the edit
 pane and set screen to 1 column. After recent upgrade the setting where
 the publish module lived was forgotten but it remembered to use only 1
 column. The publish module was in the column that was not displayed. Once
 I set 2 columns I saw the publish module, moved it back to under the edit
 pane, then reset back to 1 column again.

 This looks like a problem where the upgrade lost the position settings for
 the modules.
