Comment:

 Agree that a working fix is probably something for 3.0. However, we can be
 nice to people who don't have a clue why the rotate buttons don't show up.
 I've added a patch that shows the buttons, but in a disabled state with a
 tooltip that tells them that their host doesn't support rotating images.
