Comment:

 I am surprised that HEAD requests follow the redirects and I would expect
 to get the HEAD results back and read the information out.

 Do you want to put together a patch for that.

 As for returning the redirected url - which of the many urls would you
 return?

 The last one.  The original requested one.

 It feels like we should have a consistent WP_Error for redirection limit
 exceeded and allow people to use wp_remote_head to do single requests to
 work out why if they want.
