 did. I got over-enthusiastic at the possibility of fixing some long
 standing cron issues and instead caused more cron issues.

 For 2.9.1 we should revert the changes made to curl by #11468 to use
 CURLOPT_TIMEOUT_MS for sure which fixes this issue.

 So lets commit
