 I don't disagree that apache should handle gzip, but I also believe the
 final decision should ultimately be left up to the developer. Wordpress
 should provide the option in the first place, as it used to offer.

 There's no reason why Wordpress can't provide this option, disabled by
 default or after detecting whether gzip is already enabled to prevent
 double compression problems, and a link to a page that describes the
 different gzip compression methods to let the developer decide.

 We can't assume that all hosts will provide the same options but we should
 educate and inform developers to use best practices and encourage gzipping
 their output.
