Comment:

 Tell me if this is inappropriate use of the trac, but I have further
 developed support for a "Revisor" role.  Such users can edit published
 content, but their changes are saved as "Pending Revisions" until an
 Editor approves them.

 This functionality is now packaged as the
 [http://wordpress.org/extend/plugins/revisionary/ Revisionary plugin].
