Comment:

 I'm confused by this. All plugins that are hosted on Wordpress.Org have a
 canonical id, the URL to the plugin.  For example:
 http://wordpress.org/extend/plugins/google-sitemap-generator/

 No other plugin can have that URL, it is canonical.

 Any plugins that update through another site ... well, it is the code
 serving updates on that site that has to worry about it. Not our problem.
