 > If there are bugs in the impl is change_encoding, they should be fixed.

 It was actually related to an issue on my localhost (it had neither of
 mbstring or iconv).

 I've attached a patch to make it bail in this case.

 What would more ideally be needed, however, is that WP caches simplepie
 errors for an hour or so. Else, trying to load a site full of RSS widgets
 on a misconfigured development box ends up crippling.
