 I don't think a 404 response is appropriate for an existing but empty
 category.  According to the HTTP protocol, a 404 means "The server has not
 found anything matching the Request-URI."  But in the case of an empty
 category, it ''has'' found something: that URI corresponds to the
 requested category.
