 Steps to reproduce:

 1. Create a new post with 2 new tags in it, and save it as a Draft.

 2. Create another new post with one of the 2 tags in it, and publish it.

 3. Go to wp-admin/edit-tags.php?taxonomy=post_tag

 Expected Result: The posts list for each tag should be linked in the Posts
 count column :)

 Actual Result: Only the tag that has been published is linked (and the
 link reveals both posts, not just the published one).  The other is not
 linked.
