 Allow plugins to open contextual help on page load. Pretty sure this came
 up in the context of alternatives to #11008. Came up again in a
 #wordpress-dev chat from today.

 Will patch up. Probably would just be a filter that would toggle the HTML
 classes that then need to be displayed which control its visibility. Any
 traction?
