 I quite agree. Whilst i'm all for tightening security, Thats probably a
 step too far. I thought the same about the WP_ALLOW_UNFILTERED_UPLOADS,
 IMO, It should've only defaulted to blacklist potentially harmful content.
 This is the same, Whilst it can be abused, its also a very powerful tool.
