 Hi,

 when i´m on admin-screen > posts > categories and edit an existing
 category. the drop-down offers, when selecting a parent-category, the
 category itself as it´s own parent.

 -----

 if you try to take itself as it´s own parent-category, nothing happens and
 it falls back to "no-parent". so i decided the priority is "low". but
 maybe someone stumbles upon it and makes wp a little bit smarter :)
