 Currently 15 themes are on the featured themes rotation with thumbs and
 description. After looking at the download stats it seems that this is the
 one most important factor for theme popularity.

 I propose enhancing the rotation system to include more themes based on
 quality, with several rotation levels e.g 3 levels and 50 themes to give
 credit to more quality themes, and to have more "fair" theme exposure.
