Comment:

 I do not see the point in restricting what legal characters filenames can
 or cannot contain, If a plugin uses a file like that then notify the
 author directly, I dont think its !WordPress/!WordPress.org's job to tell
 plugin authors about web hosts oddities.

 The only place it'd belong would be on the !Wordpress.org codex under
 notes on  the hosting providers for !WordPress installation..
