 Yes I more and more understand, but you try to do things top-down. First
 of all, WordPress provides a Filter and Hooking mechnism for Plugins and
 not the other way round.

 As you write, xili translation plugin offers a hook
 (load_theme_textdomain) and WordPress should check for that specific Hook
 in the future. Right?
