 Steps to repro: Visit the WP admin.  Click "Allow" when Firefox prompts
 you to store data for offline use.  Things look good for a few page loads
 but eventually the stylesheets are lost.  In Preferences I see that data
 is stored for offline storage.  Removing that data restores stylesheets.

 This is likely our bug since I'm still not sure we're doing the right
 things with our manifest.  See the questions from azaozz and I above.
