Comment:

 load_default_textdomain(), load_plugin_textdomain() and
 load_theme_textdomain() all do not provide a hook. but all use
 get_locale(). get_locale() has a filter/hook called '''locale'''.

 Therefore you can use that one. The Feature is already in. Closing as
 invalid, feel free to add further Feedback and re-open with more
 information if you seem that fits.
