 Cool. Thanks a lot for testing this!

 With URL rewrite 1.0 the patch will not be able to reliably determine the
 presence of the URL rewrite module, so the permalinks settings will work
 as if no url rewriting is enabled. Only with URL rewrite 1.1 it is
 possible to reliably determine the presence of the module because v1.1
 sets a server variable indicating that URL rewriting is enabled.
