 The timezone reversal bug still exists. When upgrading from the old
 version to the new version, and it tries to auto-select the Etc timezone
 based on the existing gmt_offset, it will get it wrong. The patch I
 submitted before (tz-convert-fix.diff) still needs to be applied to
 correct this. Right now, it's a definite bug.

 As for leaving the Etc timezones or switching to UTC timezones, that's up
 for discussion. I think that the reversed signs in the Etc zones is too
 confusing to leave them there. Quirk of the timezonedb, but it's still
 reversed from every other usage, and it will cause problems in the long
 run.
