 WordPress User are reporting, that WordPress does UrlEncode (%[a-z0-9]{2}
 specific chars in slugs. You find those urlencoded-dramarettes in slugs
 later on then.

 Instead of this very limited encoding/decoding, I suggest using Punycode.
 Punycode can be used to get any Unicode Input into the slugs and therefore
 having very nice URLs for everybody!
