 I don't know if anyone else is having this problem, but without forcing
 the values in defines in the wp-config.php file, I can not get the
 settings to save at all. I tried going from FTP to SSH to FTP(SSL) to SSH
 and it never updated and stayed at FTP.

 So I think we need to looking into this.
