 Specifically:

 * Only Blogger Accounts hosted directly on Blogspot can be imported. To
 import a Blogger blog on a self-hosted domain, Change your publishing
 Settings to use Blogspot instead (self hosted blog content will not be
 lost during the import and Settings can be redirected after import
 completes)
 * User accounts should already be created in WordPress to properly map
 multiple authors
