 On the installed plugins page Recently Active Plugins contain the
 following actions:

  * Activate
  * Deactivate
  * Delete

 In this context Deactivate is invalid.

 For Inactive Plugins you have the following options:

  * Activate
  * Deactivate

 In this context Deactivate is invalid and Delete is missing.
