Comment:

 the [http://trac.wordpress.org/browser/trunk/wp-
 admin/includes/file.php#L535 copy_dir()] function chmod's files to 0644,
 folders to 0755, So this should not be an issue unless the FTP server
 doesnt support chmod's..

 Unless the reporter comes back with more details, I'm not sure what can be
 done.
