The webkit engine does indeed have some support for the offline cache, but
it hasn't made it into Safari for Mac/Windows yet.
Supposedly, the iPhone's latest version of Safari DOES implement it, and
will load the manifest files into its cache when using the "Add to Home
Screen" option.
