 My bad, yes it's globalized $user_level, not $current_user.

 I easily replicated by downloading a fresh copy of any rev from 2.5 to 2.7
 and installing from scratch.

 It does not affect the core... it affects any plugin that uses
 $user_level.

 The code AND documentation say that $user_level will someday be
 deprecated. But not now.

 Perhaps the "fix" is to explicitly deprecate the old globals now :)
