 The 2.7 dashboard code and CSS tweaks slightly reduce pluggability.

  1. Harder to get consistent style.
  2. Can't use widget_control edit links.
  3. 2.6 offered wp_dashboard_empty() as a stub function for dashboard
 widget output so that widgets could fill in content with JS later.

 Attached addresses 2 and 3.  Some of 1.
