 Since after Miscellaneous:

 1.  A different set of menu items starts (for settings not in the core)

 2.  The sorting method changes (to alphabetical)

 ... I think a separator would be a helpful visual indicator of this.

 Maybe it’s not very simple to implement, since a check would be needed, to
 avoid having a redundant separator when there are no menu items for plugin
 settings (and so Miscellaneous is the last item).
