 If you are in the Add Post screen as a contributor, the Upload media
 button strip appears at the top of the add post writing block.  However,
 clicking on any of the buttons recieves a "You do not have permission to
 upload files." wp_die page.

 This is not great behaviour.  Either the buttons should not appear or the
 contributors should be allowed to upload.
