 Probably yet another case where IIS doesn't set REQUEST_URI properly.

 Install and activate the Dump Environment plugin.  Visit edit.php and view
 the page source.  A bunch of debug stuff will be at the bottom of the page
 source. Cut-and-paste the SERVER section to this ticket or just attach the
 entire page source.
