 I believe I have pinpointed the cause of this problem.  In Settings ->
 Reading, we had changed the "encoding for pages and feeds" from UTF-8 to
 ISO-8859-1.  Further searching after identifying this problem turned up
 another topic of the same nature for an older WP version:

 Hopefully this helps to resolve the issue in WP soon.
