 Create a user with contributor status, then sign in using that user. that
 user cannot moderate comments (nor can an author, by default, or at least
 so says the Role Manager plugin).

 Notice that the Comments menu shows, and that the various tools to
 moderate comments all show. none work, since WP ignores the requests, but
 they're still around.

 on a slightly different note, it might also make sense to hide comments
 from others' posts when a user cannot moderate comments.
