 The new timezone dropdown in general options restricts to half hour
 increments of timezone offset.

 There are at least two locales who use offsets outside these increments.

  * Nepal +0545 - http://www.timeanddate.com/worldclock/city.html?n=117
  * Chatham Islands (New Zealand) +1245 and +1345 -
 http://www.timeanddate.com/worldclock/city.html?n=63
