 In the management panels, shouldn't the "Select All" checkbox at the top
 of the left column do just that, select them all?  Currently it toggles
 all the checkboxes, checked become unchecked and vice versa.  Another
 issue with it is that it toggles ALL checkboxes in that table.  This isn't
 an issue in most cases, but for plugin developers who add a column with
 their own checkboxes this is undesirable.
