 When using an object cache (Xcache, in my case), plugin counts and
 versions don't update when you update, delete, activate, or deactivate
 plugins.

 I saw reference to Changeset [7986], mentioning global groups and non-
 persistent groups, but I was unsure how to utilize those. With that in
 mind, I made a quick patch that deletes the 'plugins' cache whenever
 changes occur to the plugins state.
