 I just want to make sure we're being good citizens on shared hosts.

 Anyhow, let's give it a try.  I'd like to forego the function additions
 until we actually use them somewhere.  Let's keep it simple and set the
 limit at the top of wp-settings.php before we load anything.  That way
 we'll have room to breathe from the start.  See reduced patch.
