 I was thinking if it would be better if there could be a drop-down box in
 the Category to Tag converting process.

 This way, if the user (namely, me) imported 50 or more posts from another
 blog, and then converted them from categories to tags, then there should
 be a drop-down, or at least an option for them not to be submitted to
 Uncategorized.

 I spent a HUGE amount of time processing the posts from Uncategorized to
 Tech, for example. Huge deal, big annoyance.
